This page documents the SMS opt-in Call to Action used by TrustLine for A2P 10DLC campaign review.

Conservator-Controlled Conversational Messaging
Campaign summary
TrustLine is a conservator-controlled communication platform. Protected persons are assigned stable phone numbers for voice and SMS. SMS messages are user-generated, conversational messages sent only to recipients who meet both requirements below:
1. The recipient is approved by the protected person’s conservator.
2. The recipient has explicitly opted in to receive SMS through TrustLine.
TrustLine does not allow protected persons to send outbound SMS to arbitrary phone numbers. Outbound SMS is blocked unless recipient opt-in and conservator allow-list approval are both active.
SMS Call to Action shown to recipients
The recipient sees the following disclosure before opting in:
“By selecting ‘Allow SMS’ or by texting START [code] to [TrustLine Opt-In Number], I agree to receive conversational SMS messages through TrustLine from conservator-approved contacts. Messages may include free-form, user-generated conversational messages. Messages may come from phone numbers assigned by TrustLine to conservator-approved contacts. Message frequency varies. Message and data rates may apply. Consent is optional and may be revoked at any time. Reply STOP to opt out. Reply HELP for help. Terms: https://stormybutterfly.org/terms. Privacy Policy: https://stormybutterfly.org/privacy.”
Supported opt-in methods
TrustLine supports two recipient opt-in methods.
Method 1: SMS keyword opt-in initiated by the recipient
Step 1:
A conservator creates a pending recipient relationship in TrustLine.
Step 2:
TrustLine generates a unique opt-in code, such as 8F3K.
Step 3:
TrustLine displays opt-in instructions to the conservator. The conservator shares the instructions with the recipient outside of TrustLine’s Twilio SMS channel.
Step 4:
The recipient initiates SMS from their own mobile phone by texting:
START [unique code]
to:
[TrustLine Opt-In Number]
Example:
START 8F3K
Step 5:
TrustLine verifies the sender’s phone number, the unique code, and the conservator-approved relationship.
Step 6:
If verified, TrustLine records consent and sends this confirmation message:
“TrustLine: You are opted in to receive conversational SMS from conservator-approved contacts through TrustLine. Messages may come from phone numbers assigned by TrustLine to those approved contacts. Msg frequency varies. Msg & data rates may apply. Reply STOP to opt out, HELP for help.”
Method 2: Web consent page
Step 1:
The recipient visits:
https://stormybutterfly.org/sms-consent
or a unique consent URL generated for the pending relationship.
Step 2:
The recipient enters their mobile phone number and unique opt-in code.
Step 3:
The recipient reviews the SMS disclosure shown above.
Step 4:
The recipient checks an unchecked checkbox that says:
“I agree to receive conversational SMS messages through TrustLine from conservator-approved contacts.”
Step 5:
The recipient selects:
Allow SMS
Step 6:
TrustLine records consent and enables SMS only if the conservator-approved relationship is also active.
Consent record stored by TrustLine
For each opt-in, TrustLine records:
- Recipient mobile phone number
- Consent source: SMS keyword or web consent page
- Consent timestamp
- Consent text version
- Unique relationship code
- Campaign identifier
- Opt-in status
- Conservator-approved relationship status
Outbound SMS enforcement
TrustLine blocks outbound SMS unless all of the following are true:
1. The recipient has opted in to receive SMS through TrustLine.
2. The recipient has not opted out.
3. The conservator has approved the relationship.
4. The sender’s assigned TrustLine number belongs to the approved Messaging Service and A2P Campaign.
5. The message is conversational and fits the registered campaign use case.
Opt-out and help
Recipients may reply STOP to opt out at any time. TrustLine treats STOP as an opt-out for the relevant TrustLine messaging program and blocks future outbound SMS to that recipient.
Recipients may reply HELP for support.
HELP response:
“TrustLine: This service enables conservator-approved contacts to exchange conversational SMS through TrustLine. For help, contact support@stormybutterfly.org. Reply STOP to opt out.”
Opt-out response:
“TrustLine: You are opted out and will no longer receive SMS from conservator-approved contacts through TrustLine. Reply START to opt back in, or contact support@stormybutterfly.org for help.”
No unsolicited SMS
TrustLine does not send an initial SMS to a recipient to request opt-in. The recipient must either initiate SMS by texting START [code] to the TrustLine opt-in number or complete the web consent page before outbound SMS is enabled.
